What is a Bid Tab?
A bid tab, short for bid tabulation, is a structured document used during the construction bidding process to compare multiple bids for the same project. It organizes each contractor's or subcontractor's proposal in a consistent format, making it easier to evaluate pricing, scope coverage, qualifications, and compliance, also account for inclusions and exclusions, before selecting a winning bidder and awarding the project to them.
Think of a bid tab sheet as a comparison matrix. Instead of reviewing individual proposals one by one, estimators and project managers can see every bidder's pricing and scope side by side.
Typically, bidder names are listed as columns, while project scope items, CSI divisions, or work packages appear as rows. This allows the GC to compare not only total prices but also how each bidder priced specific portions of the project.
A bid tabulation sheet is not a standard spreadsheet that shows the final bid figures; it includes key information like:
- Base bid amount
- Alternate pricing
- Unit prices
- Allowances
- Inclusions and exclusions

Comparing bids in an apples-to-apples format
One electrical contractor may include temporary power, while another excludes it. One mechanical contractor may price startup and commissioning separately, while another may include them in the base bid. Some bidders break pricing into CSI divisions, while others submit a single lump-sum proposal.
This just goes to show that subcontractors don’t prepare their proposals in the exact same way. And without a standardized comparison, these differences make it almost impossible to determine which proposal actually offers better value.
That's why GCs organize bid tabs with bidder names across columns, scope items or CSI divisions down the rows, and pricing entered for each work item.
This allows estimators to compare identical scopes across all bidders rather than only total project costs, leading to a much clearer understanding of where pricing differs and why.
Performing bid leveling
One of the most valuable functions of a bid tab is bid leveling.
But what is bid leveling, you ask? It’s the process of adjusting bids so every proposal reflects the same scope of work. This is done because subcontractors often include different assumptions, exclusions, or qualifications, and therefore raw bid totals don’t provide a fair comparison.
Consider this example.
At first glance, Contractor A appears to be the low bidder.
However, if temporary power is estimated to cost $12,000 and fencing costs another $8,000, the GC may add a plug (or bid plug) of $20,000 to Contractor A's bid for evaluation purposes.
So, after leveling:
Contractor A: $870,000
Contractor B: $865,000
The apparent low bidder changes once both proposals reflect the same scope.
And this is what bid leveling does: help uncover scope gaps that would otherwise become expensive change orders after the project begins.
However, it is important to keep in mind that bid leveling doesn't change what the subcontractor submitted; it only allows the GC to evaluate every proposal under equivalent assumptions.
Catching pricing and math errors
Construction bids often contain hundreds and thousands of individual line items. When calculating such great quantities, applying unit prices to them, or even extending totals, even experienced estimators can make mistakes.
A bid tab helps teams identify issues such as incorrect arithmetic, quantity extension errors, misplaced decimal points, missing line items, abnormally low or high unit prices, duplicate entries, and more.
For example, if four subcontractors price structural steel at approximately $4.20 per pound while one bidder submits $2.35 per pound, the discrepancy immediately stands out in the bid tab.
It doesn't necessarily mean the bidder made an error, but it gives the GC an opportunity to verify the pricing before making an award recommendation.
Sometimes, this might even make the second-low bidder into the lowest evaluated bidder once pricing errors or omissions are corrected.

Selecting the right subcontractor, not just the lowest bid
The lowest bidder wins the project. This is what the great majority thinks. However, it’s one big misconception in construction procurement. Because, in reality, GCs look for the best-value subcontractor, not simply the cheapest one.
A bid tab helps estimators evaluate each proposal beyond price by documenting qualifications, exclusions, experience, and compliance alongside the numbers. This gives decision-makers a more complete picture of the risks associated with each bidder.
During this stage, GCs often review questions such as:
- Has the subcontractor included the full scope of work?
- Are there qualifications that could lead to future disputes?
- Does the bidder have the manpower and resources to meet the schedule?
- Has the subcontractor acknowledged all issued addenda?
- Does the company have a strong track record on similar projects?
In public projects, this evaluation often centers around 2 important concepts:
- Responsive bidder – A bidder whose proposal meets all the requirements outlined in the Invitation to Bid (ITB), including submitting the required forms, bid bond, acknowledgments, and pricing.
- Responsible bidder – A bidder who has the experience, financial stability, equipment, licensing, and capability to successfully complete the work.
The contractor with the lowest price is known as the apparent low bidder, but that doesn't guarantee they'll receive the contract. If their bid is non-responsive, contains significant qualifications, or raises concerns about their ability to perform the work, the project owner or GC may award the project to another qualified bidder.
In other words, a bid tab helps teams answer an important question: "Who offers the best combination of price, scope, capability, and project certainty?"
How to read a bid tab
Reviewing a bid tabulation sheet with multiple bidders, dozens of line items, alternates, qualifications, and pricing adjustments, for the first time can become slightly overwhelming.
Rather than focusing immediately on the lowest total, you need to review the bid tab systematically. So, here are the steps to quickly and easily do so.
Step 1: Review the bidder list - Start by identifying every contractor or subcontractor that submitted a proposal. Then, check whether all invited bidders submitted bids and confirm that each proposal was received before the bid deadline.
Step 2: Compare the base bids - Review each bidder's base bid to understand the initial pricing spread. This is because a large difference between bidders may just signal missing scope, pricing errors, or different assumptions.
Step 3: Compare line items - Next, compare pricing across individual work packages or CSI divisions, since this is where abnormal pricing becomes easier to identify.
For example, one bidder may have unusually low concrete pricing. Another may have significantly higher equipment costs. One proposal may omit an entire line item.
That’s why reviewing line items, rather than just total price, often reveals where differences originate.
Step 4: Check inclusions and exclusions - This is one of the most important parts of reading a bid tab. Every subcontractor potentially follows a different format and missing scope today often becomes a change order tomorrow. You should look for exclusions such as temporary facilities, cleanup, testing, permits, mobilization, and temporary power.
Step 5: Review alternates and allowances - Many projects include add alternates, deduct alternates, and owner allowances. You need to verify that each bidder priced these in a consistent manner. This is because proposals aren't directly comparable if one bidder excludes alternates while another includes them.
Step 6: Verify addenda - Construction documents sometimes change during bidding, and every bidder should acknowledge receipt of all such issued addenda. If a subcontractor prices an outdated drawing set, their proposal may no longer reflect the current project scope.
Step 7: Review qualifications - Close attention should be paid to qualifications and clarifications. Sometimes a bidder mentions, "Pricing assumes owner-provided crane" or "Testing excluded" or "No weekend work included" and these statements can end up significantly affecting the actual project cost.
Step 8: Compare the final leveled amount - After all adjustments are made through bid leveling, compare the final evaluated totals rather than the original submitted bids. This represents the fairest apples-to-apples comparison and provides the basis for selecting the most suitable subcontractor.
Bid tabs in public vs. private construction projects
While bid tabs serve the same purpose across the industry, their role differs slightly depending on whether the project is publicly or privately funded.
For example, many state Departments of Transportation (DOTs) publish DOT bid tabs after bid openings, allowing contractors and the public to review submitted pricing.
Private developers, on the other hand, often use bid tabs internally as a tool for negotiation and evaluation before awarding contracts.
Common bid tab mistakes to avoid
A bid tab is only as useful as the information entered into it, so here are some common mistakes to avoid:
Comparing only total prices - A low total doesn't necessarily represent the lowest project cost if important work has been excluded.
Skipping bid leveling - Failing to account for missing scope creates misleading comparisons and increases the likelihood of change orders later.
Ignoring qualifications - Qualifications often contain assumptions that significantly affect project cost and schedule.
Missing addenda - Using outdated plans or specifications can invalidate comparisons between bidders.
Overlooking pricing anomalies - Large differences in unit prices or line items should always be investigated before awarding work.
