A bid set goes out. Two weeks later, a revised set lands on your table. A new date in the title block and no real explanation of what moved. This is where planned addenda and delta tracking come into play. However, the difference between “issued for bidding” and “issued for construction” is rarely a clean rewrite. Its changes are scattered and buried across dozens of sheets. Trying to find them manually is how scope often slips through.
Drawing clouds is supposed to make every change easy to spot: a revision is circled on the sheet, marked with a triangle, and tied back to the bulletin number. And yet, that doesn't always happen. Quite often, clouds get missed. Sometimes they are removed as revisions pile up or are handled differently by different trades. A structural note can change without the same change being clouded on the architectural set. It's very likely that an estimator may then pick up an older assumption and end up pricing the wrong wall.
Bulletin changes make this even harder to track. One bulletin can touch several sheets and several spec sections at once. And the effects don't always stay on the page where the cloud shows up. A door change on one sheet, for example, might also mean a hardware change buried three sections deep in the specs. Unless those sections are cross-checked, it’s easy for that connection to get missed.
The real exposure lies in quantity variance. A footprint gets revised, an assembly gets swapped, or a new zone gets added, and the takeoff numbers change with it. If that change isn't caught before pricing, the estimate will be based on quantities that are no longer current. That's why it’s worth tracing the details behind a plan callout rather than taking the information at face value, and why checking the schedules that carry the actual quantities matters so much. A revision can change what’s actually being counted without making that change easy to spot.
Consistent documentation is what makes any of this easy to track to begin with. The National Institute of Building Sciences points to the National CAD Standard as a way to keep drawing information organized and consistently classified throughout a project's lifecycle. That consistency matters when revisions come in. The new sheet can be easily compared with the previous one without having to figure out a different system each time.
