Errors and omissions in contract documents have topped the list of leading causes of construction disputes in North America for three straight years, according to Arcadis's Global Construction Disputes Report. The average North American dispute is now valued at $60.1 million. Addenda are supposed to catch some of those gaps before the contract is signed. The harder version is last-minute bid addenda: fourteen revised sheets arrive Wednesday afternoon for a bid that still has to go out Friday.
At that point, much of the estimate may already be in decent shape. Quantities have been pulled. Pricing has been worked through. Supplier numbers are either back or expected shortly. Nobody on the bid team wants to tear through the full drawing set again just to find out that eleven of the fourteen sheets have no effect on their scope.
The trouble is that the three that do matter may not announce themselves very loudly.
Maybe a room looks almost identical, except that two fixtures have been added. A wall shifts by several feet, changing the length of a run already quantified. A note gets revised and now calls for a different assembly.
